Abstract：After investing the Urbanization and the Industrial Structure of Huixian City——one of the small-sized cities in Henan Province, the anthor concludes that one of the main reasons for the low level urbanization existed in Huixian City is that Huixian City's industrial structure is still in its elementary stage which directly cause the low urbanization level of this city. At the same time, Huixian City in Henan Province has developed its industry economy in a resource-waste mode, which has made the city develop its economic in a unsustainable way and deteriorate its ecological environment. All above require Huixian City optimize its industrial structure to enhance its urbanization level and at the same time to protect its ecological environment from getting worse.This article contains five parts:Part one states the relationship between the industrial structure and the urbanization. Part two emphasis the industrial structure and the urbanization in China's rural area, concluding that only through optimizing the industrial structure can the urbanization level of the small-sized cities be enhanced. Part three analizes the problems existing in the urbanization and the industrial structure of Huixian City-a small-sized city in Henan Province. Part four give some advise for optimizing the industrial structure of Huixian City. Part five concludes that though Huixian City has its own charasteristic in its process of urbanization, the resource-waste mode of the industrial development is a common phenomenon existed in Chinese small-sized cities.
